(1) Pangasinan Governor Amado "Spines" T. Espino, Jr.

Governor Amado T. Espino, Jr., “Spines” as colleagues fondly call him, has been an achiever all his life.

A graduate of the Philippine Military Academy in 1971, he distinguished himself in the Police service by holding important positions, from being an Intelligence Operations Officer, Chief of the Counter Intelligence Branch of the 1st Philippine Constabulary Zone, Company Commander, Narcotics Regional Chief, MetroDisCom Commanding Officer, Criminal Investigation Service District Commander, PNP Provincial Director, Chief Regional Director Staff, Deputy Regional Commander, culminating as a Regional Director of the PNP. He retired in 2001 as one of the most be-medalled officers in the history of the PNP.

During his stint in the police service he attended various courses and studies to further enhance his education and skills among which are courses in narcotics investigation, special counter intelligence, East Asia narcotics, Corps 3 Infantry, US DEA Advanced International Drug Enforcement, anti-terrorism taken from different civilian and military institutions and police colleges in Australia, United States, United Kingdom and the Philippines. Governor Espino is also a holder of a Masters degree in Development Management from the Pangasinan State University.

Prior to his election as governor in the May 14, 2007 elections, he represented the 2nd District of Pangasinan in the House of Representatives for two consecutive terms from 2001 to June 30, 2007.

As a legislator, he has authored at least 90 bills and resolutions and co-authored 310 important measures. Among the notable bills he sponsored which where enacted into laws are the Dangerous Drugs Act of 2002, Increase AFP Rate of Base Pay Act of 2002, and the anti-Money Laundering Act of 2002.

As congressman, Espino brought to his district hundred of millions-worth of needed projects, which include construction and repair of bridges, farm to market roads, irrigation facilities, flood control improvements, school buildings and other important facilities, and secured another P30 million more worth of projects awaiting implementation.

Ma. Rachel J. Arenas is the representative of the third district of Pangasinan in the House of Representatives of the Philippines. She is one of the signers of House Resolution 1109 calling for a constituent assembly to amend the Constitution.
