Can we trace the culprit? Can we identify the "author" of these sites?

These are the questions that are normally asked during seminars and even in the Cyber Crime Complaint Center portal. Gone are the days when people can remain totally anonymous in the Cyber World. Although, again, situations admit of certain, but rare exceptions. And when a particular situation falls under these exemptions, its either you ran out of resources tracing the culprit, or the culprit has vast resources, financial or otherwise, backing him up, covering his tracks.

The first level trace will identify the location of the culprit, the next levels will reveal his identity, unless of course as earlier mentioned, the culprit has vast resources to cover his/her trace; disposable laptops to use to commit the cyber crime(s), disposable broadband connections with pre-paid accounts, and more. The devil is in the details, so to speak. Normally, these resources will not be devoted for simple defamation cases common in cyber crimes, unless, of course, a lot of money is involved to carry out the defamation and if it is worth the resources used and the efforts.

The Philippines is not yet prepared for covert, strategic digital warfare. It is not as organized and institutionalized as some of the neighboring countries involved in espionage, selective hacking, or simple Denial of Service attacks carried out on a national scale. No trained government-sanctioned covert groups of experts to carry out cyber attacks against another government. But as a country with huge manpower resources (we export people with I.T. skills), we should be prepared for such eventuality and on a strategic, defensive, pro-active manner. We must have the capabilities to restore online services in less time. Protect online, sensitive data from attacks, inside-out. And identify threats and potentials within and outside our ranks. Like a Trojan "virus", the attack is more efficient and effective if it comes from the "inside." Hence, we should have the capability to identify these threats or patterns of such threats. Just like the traditional "inside job" related attacks. Normally, the "threats" involve systematic, "test" launches. If the system is effective, it immediately stops there in the test stage, otherwise, it will only invite attention and  application of security counter measures. For If the "attack" is intentionally projected as "isolated" then it will be treated as such by the government, not deserving of any funding, attention or resources. The situation now becomes a ticking time bomb ready to explode when the damage is heavier. It will be likened to a Trojan waiting for opportune time to launch its systematic attacks, anytime, maybe, or several years in the future when all government resources, information, data, automation and control are already hooked up in the digital world, connected in a fast, high bandwidth, national broadband network. Until then, any attack, albeit online, will not cause us a heavy damage. No. Not yet.
